New Challenges
The Public Law Outline will be implemented in April 2008. The new processes require local authorities changing the way they work with families where there is a need to consider care proceedings. Local authorities will have to ensure that all kinship applications have been fully explored and all relevant assessments completed before applications are made to the court. Social workers and managers must be equipped to meet this challenge and to comply with the new streamlined court processes.
IPM takes the view that the PLO is more than a new process. It requires significant shifts in managerial and professional culture and practice. The introduction of the PLO presents a number of strategy, service delivery and practice challenges for local authorities.
